Please prosecute DCP alongwith Sr PI in every matter. The DCP is the real culprit who obstructs the SR PI by giving oral instructions.
Under section 154(3) CRPC & 173(4)BNSS the DCP is duty bound to register FIR if the SR PI fails to register FIR in complaint disclosing cognizable offences.
DCP ia also liable to be rosecuted under Central Conduct rule 3 wherein it is duty of DCP to ensure his subordinates work with honesty integrity and in larger public interest or else he is liable for prosecution
But DCP makes incorrect records or do not pass orders as required under law.
So he is main culprit and promotes / protects the subordinate officers for disobeying the binding precedent of CRPC/ BNSS and Lalita Kumari judgement of Hon. SC and does not allow SR PI to register FIR
SO DCP IS THE MOST IMPORTANT PERSON TO BE PROSECUTED.

Many DCP himself sets wrong example by acting as puppet of political parties and politicians and citizens feel it is SR. PI who is not registering FIR.
