The Executive Director of MSEDCL requested to close the video to make him talk freely to find solutions.
I accepted his request for a better outcome.
Informed the existing members which include the officer of legal dept of MSEDCL about illegal acts which warrants criminal prosecution if no remedial measures are initiated
1. Criteria : MSEDCL is company having seperate entity and is not state owned electricity company and do no fall in ambit of RDSS
2. ELIGIBILITY: wil have to prove that distribution losses in all cities are more than 15%.
3. Metrology certification: no instrument of weight and measurement can be used before each of the meters is certified by State Legal Metrology dept.
As the meter can be remotely controlled there are all possibilities of meters being tampered with, manipulated and using technology to make the reading faster to inflate the bills and cause wrongful losses by way of increased bills.
4. Notice u/s 171 of electricity act: not provided to individual consumers but pasted in name of society
5. Misrepresentation and concealing true facts;
a. Free of cost
b. TOD charges.
c. Prepaid is concealed and making false assurance of post paid
d. No sign, seal, signature and original notices served.
e. Wrongful using coercive method of disconnection and police force.
f. Wrongfully stating to initiate criminal prosecution for obstructing public servants
g. Violation of binding precedent
h. Violation of Article 14,19,21,141,144 of constitution
I. Violation of supply code 8.2 & 8.3 to enter premises without proper consent and intimation
j. Changing meters in absence of the consumers.
k. Violation of section 47(5) electricity act
l. Violation of section 55 of electricity act.
j. Notice of disconnection violating section 56 of electricity act

6. No written direction to install smart meters from MD, directors of MSEDCL
7. No written communication disclosing information sought to any correspondence.
8. No study of radiation on health hygiene and environmental issues
9. No information on destruction of removed electronic meters and how it will be used thereafter.
The officers accepted the illegal acts committed. Promised to revert back to stop installation of smart meters as well as reinstall Old electronic meters in cases where it has been illegally installed.
A nice meeting. We shall wait for 15 days or else go to MD OFFICE directly and seek explanation why installation of smart meters have not be stopped.
The team Assured to revert back within 15 days as well as to arrange meeting with MSEDCL MD.
We thereafter shall initiate criminal prosecution against all the concerned MSEDCL staff.
Request to provide names and designation of all persons who were present in the meeting as evidence of minutes of meeting held on 24.3.26 at around 1 pm.
