Objections and list of irregularities in road and bridge works by the top city fathers

 

Road, footpath and Traffic island are encroached in active participation of MLA, MP and Councilors by committing criminal wastage of tax payer monies and aided and abetted by Municipal commissioner and All Addl MC and Vigilance department under guise of beautification (religious structures such as masjids, temples, huge gates, reading rooms, and unwanted – illegal –unauthorized structures worth thousands of crores)

 

 Please educate me if my submission is incorrect to say the connivance of most elected representatives along with Municipal Commissioner and Addl MC

 

 

Subject: meeting with Chief Engineer (Roads) on Tuesday 26.8.25 around 4 pm against the

 

  1. Expansion joints not filled since 2016 ( inspite of meeting Addl MC Velrasu, Ashwini Joshi, Ashish Sharma, Bangar have done nothing and have played fraud on citizens. and the earlier one)
  2. The bump calculated machines are not used and every road exceeds the bumps limit.

(But Addl MC Velrasu, Ashwini Joshi, Ashish Sharma, Bangar have failed to act which proves culpable negligence)

 

  1. The Addl MC (since time of Addl MC Srinivasa and thereafter) fail to get   job to be done as pre-preparedness before starting actual construction of bridges and roads, thereby causing unreasonable delay to start the construction of the bridge because of inefficiency of the Addl MC themselves thereafter
  1. force the subordinate engineers to complete the work of road and bridges without following the principle laid down by Indian road Congress
  2. threaten the engineers to complete the bridges without following the due process for longevity and quality roads. within unreasonable less period thereby affecting the quality and Uneven roads,
  3. best Example of failures of Addl MC of BMC and Municipal commissioner (who has no time to meet citizens and is the worst violators of most circulars and GRs) who willfully and deliberately make false claims before media and to citizens to complete the bridges within 18 months before the bridges are demolished

 

  1. Hancock bridge (demolished without road widening. 70% of the work pending and nowhere near completion since 10 years, cost inflated from Rs. 14 crores to around Rs. 2000 crores)
  2. Vikroli bridge
  3. Belasis road bridge ( near Bombay Central)
  4. Andheri bridge
  5. Vakola bridge
  6. Lower Parel bridge (no footpath for pedestrian’s)
  7. Elphinstone bridge (to be demolished without road widening and no assurance on affidavit by Addl MC to complete within 18 months as falsely stated before Media) we do not believe the bureaucrats most of whom speak only half truth
  1. Uneven Surface on bridges
  2. Water logging near retaining walls of the bridges
  3. Waterlogging on roads near footpath and wall of the bridges
  4. Bridge drainage system – inadequate and improperly designed.
  5. All manholes and chambers of BMC and other utilities sinking or above the smooth ground level of road. Best example
  1. Lalabug bridge from lalbaug side just at the start and 10 ft away,
  2. Hancock bridge chamber sunken 6 inches and waterlogging which conceals the dept of the storm water drain (complaint not attended since opening of the bridge since 3 years)
  3. Hancock bridge concrete road have starting breaking, full of bumps and no smooth surface.
  4. Every bridge same
  5. No cleaning of dust and injury to eyes of bikers and every likelihood of accident on every bridge
  6. Lalabaug, Parel, dadar, Sion (name any bridge constructed in last 10 -20 years and you can see only corruption and substandard work)
  1. All new concrete roads / tar road within one year repairs done round the chambers and manholes are fraud and it wears out within 3 days to a week every time.
  1. P demello road from Regal cinema to Matunga 
  2. Mazgaon Sheth Motisha Lane
  3. Napeanse road up to walkeshwar
  4. SVP rod from Bhendibazar to Opera house.
  5. Laxman Jadhav Marg to Dongri (B Ward) – level of road improperly designed/constructed .( height of road increased by 6 to 8 inches)
  6. Footpath water entrapment – improper slope and lack of exit provisions.

 

  1. All cement roads are substandard (compare with work done in 1992 and britisher time near Sadguru gym which is more than 75 years old)
  2. Most cement roads constructed in last 10 years absolutely substandard are not redone but just tar / mistake is done over this substandard work. (best example is the concrete road of Eastern freeway where concrete is worn of in 3 months. Now totally covered by mastic instead of redoing from the contractor) 

 

Reg:

 

  1. Rules and laws designed by the law makers in connivance with Bureaucrats to promote corruption and corrupt practices.
  2. Declaring bridges after as dangerous at one go without planning and vision and without completing the bridges within shortest period
  3. But not providing mandatory needs for safety of motorist and pedestrian’s

 

  1. Encroachment and obstruction free road and footpath (willful violation of NOC conditions of Traffic police)
  2. Road and footpath full of potholes and bumps which are endangering life and limbs of citizens

 

 

 

Respected Sir,

 

I, Kamlakar Shenoy, a senior citizen, am constrained to bring to your notice that the rules, procedures, and laws presently framed and implemented for road and bridge works are being deliberately designed in such a way that they facilitate corruption and promote corrupt practices, rather than ensuring transparency, accountability, and public safety.

 

These irregularities are clear indicators that:

 

  1. Rules are being framed to protect contractors and officials rather than the public.
  2. There is a deliberate failure to disclose levels, drawings, and technical details.
  3. Defect liability and accountability clauses are not enforced for dishonest reasons.
  4. Public safety, drainage, and quality control have been compromised willfully for obvious reasons.
  5. The elected representative in connivance with the top bureaucrats who mostly belong to (IAS cadre) have made mockery of the Mumbai by making several planning authorities which only breed corruption, lawless ness and lack of planning and vison

 

  1. BMC
  2. BPT
  3. MHADA
  4. SRA
  5. MMRDA
  6. MSRDC
  7. Other planning authorities
  8. And many more not known to me

 

  1. All the above agencies other than BMC are not accountable to Mumbaikars for their absolute failure to deliver the goods and for their substandard work. Thereafter the elected representative orally direct BMC to take over and repairs and Maintanence of the dirt and shabby corrupt work carried out by the other so called planning authorities whose dishonest intentions and failure to discharge their duty with honesty / integrity and faithfulness is protected by our elected representatives for obvious reasons.

 

  1. Request to Chief Engineer Road Mr. Nikam to provide me correspondence with all the other planning authorities

 

 

  1. The details of road s and bridges nallahs constructed by other agencies
  2. Directions to BMC to take over the repairs and Maintanence
  3. Joint Inspection report before handing / taking over the substandard work carried out by other agencies
  4. Project wise expenses incurred after taking over from the so called planning agencies who have miserable failed to discharge duty
  5. Correspondence with all so called other planning authorities appointed by our competent elected representatives who have failed to maintain their road, bridges, nullahs and other work which are constructed and thereafter BMC spent tax payer monies.
